Just wondering if the presence of an AA unit in a hex would raise the die roll needed for a step loss?

Yep, normally that's exactly what they do (how much they raise the die throw required for a hit is an editor setting).

They also can increase the chance of the airstrike hitting the wrong hex (depending on the editor setting) IIRC.
