Part of the screen fuzzes up from time to time.

Welll, after several reinstalls using different settings, the problem persists. Did some testing and it appears that there are times the program can not keep up with the cursor movement and I have to stop and backtrack through the fuzz to clear the fuzz away.

I have had this problem; also on windows 7 home premium. When moving the cursor to the edge of the screen, sometimes the bottom half of the screen glitches up and flashes. It is only then a matter of stopping the screen, then moving it around some more to clear things up, but an annoying bug nonetheless.
