ZOC Penalties

I'm attempting to design a new scenario and am confused by the nature of ZOC movement penalties. I'm not referring to ones that can be controlled by the designer when editing terrain types, but rather what seem to be un-editable ZOC penalties imposed by enemy units, perhaps dependent on the size (or steps) exerting a ZOC into a hex. Can anyone shed any light on this? The manual is unclear, and simply states that the calculation is "too complicated."

The attached file is a Word doc I made for Battles in Normandy but the OP penalty info is correct for BF as well.

Yes, the penalty max was 9 in BIN but is 15 in BF.
