It's extremely deadly, but i've never actually understood the reasoning for it. Shouldn't it be devastating for both sides rather than just the defender? Since both sides would be manoeuvring in the open they would be able to inflict heavy casualties on each other, but it's quite heavily tainted towards the attacker with the A2-D3R result to kind of add a degree of uncertainty to the result of the combat action.

A defender is at a disadvantage as long as the attacker has the initiative, brings support weapons or armour, or engages the stationary target with artillery. Without support assets, results are unlikely to go beyond A1-D1 or *-D1.
