Attacking in foothills

Is it really worth it? In the Operation Avalanche scenario as the Germans as my forces started to attrite away I eventually stopped attacking enemy units in them completely (which meant I had barely any destroyed units, just a huge array of one-step regiments) because there seems to be too many A2 results for little gain (D1, DR).

You should only attack foothills if you can bring a comfortable amount of artillery to bear on the attacker, otherwise as the Germans your best chance is to let the Allies attack you, which will usually attrite their forces more overall than it attrites your forces.
